The Planning Director performs a variety of managerial duties in the oversight of the Bureau of Planning and Zoning including planning, financial management, organizing, coordinating, managing staff and programs, implementation and resource development for various projects and initiatives.
Works under the supervision of the Deputy Director of Community and Economic Development.
Supervises the staff of Planning and Zoning including clerical staff, Chief Planner, Senior Planners and Zoning Supervisor.
Essential Duties and Responsibilities
- Develops and implements short- and long-range goals and objectives for Bureau;
- Directs the operations of the Planning & Zoning Bureau;
- Oversees the development of work plans and the review of subdivision, rezoning and Capital Improvement Program reports;
- Develops Bureau recommendations and presents to leadership including City Council, Planning Commission and other committees;
- Reviews building permit applications, including site plans for conformance with good planning practices;
- Supports the preparation and presentation of the Department’s budget by preparing the Bureau’s budget and manages the Bureau’s budget;
- Represents the Department by attending City Council, Council Committee, and Planning Commission meetings; including civic groups, boards, commissions and associations;
- Performs related work as required.
Education and Experience:
- Bachelor’s degree in related field, Master’s degree preferred
- A minimum of four years’ experience in a related field and managing people.
- AICP certification preferred
- Equivalent combination of related education and experience
- Bi-lingual/Spanish preferred
Necessary Knowledge, Skills and Abilities:
- Comprehensive knowledge of the socio-economic implications of planning;
- Thorough understanding of land use concepts, population density and related problems;
- Ability to secure the cooperation of major civic groups and leaders in executing plans;
- Ability to communicate effectively and persuasively;
- Experience in using GIS software such as ArcGIS;
- Demonstrated proficiency in project management;
- Knowledge of Microsoft Office software such as Word, Excel and PowerPoint.
- Ability to multi-task a variety of functions and tasks, keeping all projects on target.
- Possess strong organizational skills necessary for coordination of committees, events and complex projects.
- Ability to interpret governmental regulations and effectively communicate them to staff and interested parties.
Tools and Equipment Used
Requires intensive daily use of personal computer. Occasional use of digital camera, scanner and plotter.

The noise level in the work environment is usually quiet. Employees are required to drive and occasionally visit construction sites, and/or conduct neighborhood visual surveys.
Attendance at various evening meetings in and out of City Hall is required.
