U•COMP Unemployment Compensation Trust

Now celebrating its 39th year of service, U•COMP is an unemployment compensation trust that was founded in 1985 through the combined efforts of the:

  • Pennsylvania Municipal League – the plan administrator
  • Pennsylvania State Association of Township Commissioners (PSATC)
  • Pennsylvania Association of Housing and Redevelopment Agencies (PAHRA)

U•COMP Board of Trustees

Three representatives from the Pennsylvania Municipal League:

  • Michele Bannon, City Clerk, City of Carbondale
  • Dennis Scarpiniti, Esq., City Clerk, City of New Kensington, Board Chairman
  • John Brenner, Executive Director of the Pennsylvania Municipal League

Two representatives from the Pennsylvania State Association of Township Commissioners (PSATC):

  • The Honorable Anthony Taliani, President Commissioner, East Deer Township
  • The Honorable Dennis Arthur, Vice President Commissioner, Tinicum Township

Two representatives from the Pennsylvania Association of Housing and Redevelopment Agencies (PAHRA):

  • Stephen Bucklew, Executive Director of the McKeesport Housing Authority, Board Vice Chair
  • Edward Mauk, CEO, Executive Director of the Housing and Redevelopment Authorities of the County of Butler

The U•COMP program was created to assist municipalities and authorities in lowering their unemployment costs. It is a less costly alternative for your unemployment compensation needs because all surplus and interest earnings remain in the program. The plan saves money due to:

  • The similar nature of its membership
  • The membership employers experience lower unemployment claims
  • Quality administration of claims
  • Elimination of guesswork caused by fluctuating claims

In fact, the Trustees have declared and returned to the members, dividends for each of the last 34 years.

U•COMP utilizes a third party claims administrator in order to assist you with the completion of Labor and Industry forms and will provide you with representation at unemployment compensation hearings. U•COMP members are provided with a user-friendly software system in which to report separations and to view claims.
