Bachelor’s degree in accounting, public administration, business administration, economics or related field and at least five years’ experience in accounting, business planning or operations, or financial analysis is required.
Must pass a criminal background investigation, pre-employment physical, and drug test.
Nature of Work Performed
This position is responsible for preparation and oversight of the City’s annual operating and capital budgets, long-term financial plans, and compliance reporting. Shares accountability for the financial and operational success and sustainability of the City. Fosters cooperative working relationships between the Administration and City Council/City Departments/Labor Unions. Reports to the Business Administrator.
Examples of Work Performed
Performs long-term financial planning through the maintenance of a five-year plan; provides input to overall strategic plan of the City; manages the annual budget process; exercises independent action and judgment in the maintenance of efficient operations and in the review of budget estimates; analyzes revenues and expenditures to track performance to budget and identify areas of opportunity; designs and generates financial statements and City’s chart of accounts; optimizes healthcare and fringe benefit plans; maintains a close professional liaison with third party professionals such as labor attorneys, financial advisors, benefits brokers, insurance providers, rating agencies, and other third party service providers to the City; participates in union contract negotiations; oversees Tax and Financial Services Bureaus; participates in annual update to the City’s capital plan; oversees annual financial statement audit process; coordinates with Director of Financial Services in the investment of City funds and cash-flow requirements; completes required Federal and State financial reports; prepares agenda and necessary documents for Finance Committee meetings; reviews City contracts for proper account certifications and fund availability.
Required Knowledge, Skills and Abilities
Comprehensive knowledge of modern principles and practices of governmental accounting, budgeting, and public administration. Ability to create and manage municipal budgets. Excellent written and verbal communication skills. Proficient in Microsoft Office Suite, especially Excel, as well as budget creation and analysis software. Excellent organizational skills and attention to detail. Ability to establish and maintain effective working relationships with department heads and employees. Ability to gather all pertinent facts and make thorough analyses, and arrive at sound conclusions. Ability to prepare clear and comprehensive reports that involve fiscal statements. Initiative and creativity in dealing with operational issues.
