Program Overview
The Statewide Municipal Administrative Resources Team (SMART) is a service of the Pennsylvania Municipal League, designed to support municipalities in managing operational transitions, staffing changes, and administrative challenges. SMART connects local governments with experienced professionals to deliver strategic, timely, and customized assistance.

The SMART (Strategic Municipal Assistance and Resource Team) program is offered by the Pennsylvania Municipal League (“The League”) as a resource to assist municipalities in identifying potential service providers, consultants, and subject matter experts. The inclusion of any consultant, firm, or professional in the SMART program does not constitute an endorsement or recommendation by The League.
While The League is familiar with and confident in the qualifications of the resources provided through SMART, municipalities are encouraged to conduct their own independent due diligence to assess each consultant’s abilities, experience, and suitability for their specific needs.
