Municipal Administrator – Municipality of Kingston

Position Summary

The Municipality of Kingston, located in Luzerne County, is actively seeking candidates for the position of Municipal Administrator. The current Municipal Administrator is resigning after 28 consecutive years of being employed in the position. The Municipality of Kingston is a vibrant Home Rule community with a population of over 13,000 residents. Pursuant to the Municipality’s Home Rume Charter, the Mayor is the Chief Elected Officer tasked with overseeing all functions of the government. Kingston’s Municipal Council is comprised of seven at-large members tasked with all legislative functions of the government.

The Municipal Administrator is responsible for managing the day-to-day operations of the Municipality and for assisting the Mayor with overseeing all executive functions of the government. The appointment, qualifications, prohibitions, and powers and duties of the position are defined in Sections 401-404 of Kingston’s Home Rule Charter.

The Municipality of Kingston employs 80 full-time employees and has a total 2024 General Fund Budget of $11,683,877.00. The Municipality provides professional-grade administrative, police, fire, public works, and parks and recreation services. The Municipality has a robust system of outdoor public parks, a community pool, and indoor recreation center.

The Municipal Administrator is expected to be a strong leader, excellent communicator, and trustworthy steward of the Municipality’s finances. The ideal candidate should possess at least five years of progressive management experience in local government, along with a bachelor’s degree in public administration or a related field, or an equivalent combination of education and experience. Additional desirable skills include but are not limited to: human resource management, collective bargaining, oversight of employees, fiscal management and budget preparation, grant writing, public outreach, diplomatic problem solving, active participation in public meetings, and a general knowledge of code enforcement and zoning,

This is a full-time, salaried “exempt” position offering a comprehensive benefits package including health insurance, life insurance, paid time off, and a defined benefit pension. The compensation range for the position is $100,000 – $140,000.00 and is commensurate with the candidate’s experience and education level.
