Position Summary
East Stroudsburg (Population 10,000) is seeking a Borough Manager. Salary $125,000 to $150,000. It is a Council-Manager government. The Manager reports to a 6 member Council and Mayor. There are 41 employees. The budget is $14 million. East Stroudsburg is a University Community located in the foothills of the beautiful Pocono Mountains. East Stroudsburg University is part of the Pennsylvania State system. East Stroudsburg is in a very good location in eastern Pennsylvania, close to ski resorts, golf, and a variety of outdoor recreational opportunities, 1 ½ hours from New York City and 1 ¾ hours from Philadelphia..
The Manager is appointed by Council and is responsible for all municipal operations including Finance, Water and Sewer Utilities, Refuse and Recycling, Parks, Parking, Community Development and Zoning. Police services are regionalized.
Qualifications
A Bachelor’s Degree is required. A Master’s Degree, preferably in Public Administration, is desired. 5 years of municipal Manager or Assistant Manager experience required. 10 years of other successful municipal management of an increasingly responsible nature will be considered. An equivalent combination of education and experience will be considered. Good communication skills are required. Good experience in financial management required. ICMA Credential Manager preferred.
