Deputy Director Budget Services – Lancaster County

Job Summary

This position gathers, reviews, analyzes, and interprets business and financial data to supplement the creation of the County Budget and related financial plans or analysis. The Budget Services Manager plays a primary role in improving business efficiencies, determining value benefits, and helping create the County Budget and monitor the same.

Essential Job Functions

Manage the day-to-day activities of the Budget Services Department.

Responsible for timely prioritization and assignment of work as assigned by the Budget Services Director.

Create and maintain systems for aligning business processes to financial and strategic goals as assigned by the Budget Services Director.

Help develop multi-year strategic and financial plans for the County, including but not limited to budget projections and budget monitoring and reporting.

Research, analyze, and make budgetary and financial recommendations to the Budget Services Director on special projects and programs.

Directly responsible for the development, issuance, and analysis of quarterly spending plans. Provides detailed analysis to Director and Commissioners

Provides regular projection and analysis of countywide salary accounts.

Assists in preparation of monthly financial reports.

Report on and help implement solutions to improve Departments business processes, ensuring effective and efficient use of County resources needed to maintain a Structurally Balanced Budget.

Accurately prepare monitoring reports, written business correspondence and presentations, requirements and financial documents, specifications, business processes, and recommendations.

Administers the Budget Services Departmental budget and assists in the preparation of the Budget Services operating budget.

Qualifications

Bachelor’s degree in accounting, finance, business or public administration, economics, or statistics with three years of technical work in governmental budget preparation, monitoring, and/or reviewing. Or any equivalent combination of relevant education, experience, and training.

Knowledge, Skills and Abilities

Knowledge of accounting principles and practices, cost, and fund accounting.

Financial techniques used in the collection, review, and presentation of data, and governmental budgetary processes applicable guidelines.

Proficient in the use of Microsoft Excel and other computer-based mathematical and database tools.

Strong organizational skills and attention to details

Ability to maintain flexibility to multitask as needed.

Ability to communicate effectively.

Familiarity with PeopleSoft and other software systems a plus.
