County Manager – Allegheny County

Position Summary

Allegheny County, PA (pop. 1,221,000) seeks a skilled and experienced professional to lead the second-largest county in Pennsylvania. This position is appointed by and reports to the County Executive and is confirmed by the County Council. As the chief administrative officer, the incumbent will oversee the County’s budget, finances, and operations.

  • The County had a FY2023 operating budget of $965.8 million and more than 6,000 full-time equivalent (FTE) positions. The County Manager supervises all department directors, manages the budget, and coordinates with County Council, the Court of Common Pleas and other branches of government, County Row Officers, and county-related boards, authorities, and commissions. Because of the breadth of services the County provides, the next County Manager must demonstrate a successful track record of managing complex and expansive operations.
  • The County Manager will be expected to advise on strategy, policy, and practices to translate the administration’s priorities into outcomes. Additionally, the County Manager will adopt policies and approaches that address racial, ethnic, and geographic disparities in service delivery and quality of life.          

Qualifications

Master’s degree from an accredited college or university in public administration, business administration, public policy, finance, or other relevant area AND ten (10) years of experience in an administration/management role; OR twenty (20) years of relevant and increasingly responsible experience of which ten (10) should be in an administration/management role. The anticipated annual salary for this position is $190,000. Allegheny County offers a generous benefits package.
