The Pennsylvania Emergency Management Agency received information regarding the FEMA 2023 Non-Disaster Mitigation Grants. The Building Resilient Infrastructure & Communities (BRIC) has had $1 billion allocated this year. Additionally, the Flood Mitigation Assistance (FMA) grant will have $800 million available in that grant’s national application competition funding stream.
Below for your review are the Notice of Funding Opportunities (NOFOs) and the PEMA Grant Guidance for your immediate use.
A Non-Contractual and REQUIRED Letter of Interest (LOI) form to PEMA at RA-Shazmitoff@pa.gov . All PEMA Letters of Interest must be sent to PEMA by COB, October 31, 2023.

All COMPLETE 2020 Non-Disaster Applications are due by COB (1700 EST) December 15, 2023.
Below are the FEMA Notice of Funding Opportunities with the two PEMA documents on how the process will work in the Commonwealth with PEMA’s key dates. FEMA HQ will be sending out notices on their national webinars that will occur in the month of November.

Also – there is a non-financial avenue to utilize if your community needs assistance to develop a project called the FEMA Direct Technical Assistance (DTA) program that can also be found on the BRIC link. I have attached the form that has to be filled out and you must show that there are at least 2 community partners involved in your proposed risk reduction initiative. The DTA completed request form must be mailed to: fema-bric-dta-submission@fema.dhs.gov
