Pennsylvanians are now grappling with the impact of COVID-19 on every aspect of their personal and professional lives. We can’t predict what will happen regarding the ability of public and private entities to offer recreation programs this summer. But we do know that it will be extremely difficult for employers to fully staff these vital programs unless the Pennsylvania General Assembly passes legislation to allow the hiring of staff on a provisional basis.
