Reports To: Finance Director
Lower Paxton Township is seeking a highly motivated, detail-oriented Finance Manager to oversee the daily operations of municipal accounting and financial management. This key leadership role supports payroll and benefits administration and contributes to the oversight of annual operating, enterprise, capital, and fiduciary budgets totaling more than $50 million.
The ideal candidate will possess strong expertise in governmental accounting, fund management, payroll oversight, and policy development. This position also plays a vital role in coordinating invoicing and reimbursement processes with the Lower Paxton Township Authority for stormwater and sanitary sewer expenses.
Key Responsibilities
- Oversee daily accounting operations and maintain financial controls.
- Prepare monthly and quarterly invoices for Authority reimbursements.
- Manage payroll, accounts payable/receivable, and cash receipts; serve as payroll back-up.
- Reconcile Township funds and implement fraud prevention measures.
- Assist in preparing the annual Township budget and related financial reports.
- Review and approve procurement and disbursement requests.
- Support internal and external audits by preparing required workpapers and documentation; assist with Right-to-Know responses.
- Supervise and train Finance Department clerical staff and the Authority Accountant.
- Identify opportunities to automate and streamline processes.
- Coordinate year-end completion of W-2 and 1099 filings.
Qualifications
Education & Training
- Bachelor’s degree in Accounting, Finance, or a related field.
- Minimum of 15 college-level semester credit hours in accounting.
- CPA license preferred but not required.
Experience
- 3–5 years of progressively responsible experience in accounting or financial management.
- Municipal or public-sector finance experience strongly preferred.
- Payroll operations and benefits administration experience desirable.
Licenses
- Valid driver’s license required.
Skills & Abilities
- Strong knowledge of accrual and fund accounting, including GASB and FASB standards.
- Advanced Excel skills; proficiency in PDF editing and financial software systems.
- Excellent communication, analytical, and organizational skills.
- Ability to prepare and review journal entries, reconcile accounts, and ensure compliance with financial standards.
- Proficient with Microsoft Office Suite and various accounting software platforms.
- Ability to multitask, maintain confidentiality, and work independently in a fast-paced environment.
Working Conditions
- Primarily office-based with standard indoor working conditions.
- Occasional attendance at evening meetings and Board sessions.
- Regular in-person attendance required.
