Position Summary
The Borough of Ephrata, located in Lancaster County, PA seeks an experienced and strategic financial leader to serve as Director of Finance in a vibrant community of 13,700 residents.
The Director of Finance is an integral, high-level management position that reports to the Borough Manager, and serves as Treasurer of the Borough. The Director of Finance is responsible for overseeing the budgeting, monitoring, reporting, and administration of the financial operations of the Borough of Ephrata and its component units: the Ephrata Area Joint Authority (water utility) and the Ephrata Borough Authority (sewer and stormwater utility).
The position involves a variety of professional administrative, analytical, and technical duties. The Director of Finance manages all accounting, budget preparation, cash and debt management, records management, payroll, pension and retirement funds, and audit preparation. Competitive candidates must be able to demonstrate a high level of successful performance in municipal finance, budgeting, and planning.
The Borough is financially stable and has a total budget of $63M (GF $15M). The Borough is a full-service municipality providing many public services, including the Borough-owned electric system, sewer, stormwater management, public works, and police.
Qualifications
A Bachelor’s degree from an accredited college or university in finance, public administration, or a related field is preferred. Candidates must have a minimum of five (5) years of experience in management, finance, and public administration, and demonstrate a thorough knowledge of current technologies relating to data processing, budget, and finance operations. Applicants must have a valid driver’s license and must qualify for a surety bond.
