Springdale Borough is seeking a dynamic, forward-thinking professional to serve as its next Borough Manager.
Located approximately 18 miles northeast of Pittsburgh along the Allegheny River, Springdale is known as the birthplace of Rachel Carson. The Borough operates its own municipal water system and police department and is governed by a seven-member Borough Council and Mayor.
Springdale is entering a transformative period, highlighted by the development of a state-of-the-art data center that will drive economic growth, infrastructure modernization, and long-term community resilience. Position Overview
The Borough Manager serves as the Chief Administrative Officer and is responsible for the day-to-day management and operation of all municipal functions, except those under the authority of the Police Department. The Manager reports to Borough Council and the Mayor as a whole and is responsible for implementing Council’s policies, priorities, and strategic initiatives.
The ideal candidate is a collaborative, hands-on leader with strong financial acumen, operational experience, and a commitment to public service excellence.
Key Responsibilities
- Oversee and manage the day-to-day operations of the Borough as a hands-on working manager
- Administer a multi-million-dollar municipal budget, including general, water, sewer, fire, capital, debt service, and liquid fuels funds
- Prepare the annual budget; track and report financial performance
- Provide strategic leadership and advise Council on short- and long-term planning, policy development, and municipal operations
- Serve as liaison between Borough Council and all boards, commissions, and committees
- Execute Council-approved plans, programs, and initiatives
- Attend all Council meetings and other required public meetings
- Respond to resident concerns and maintain strong community relations
- Lead economic and community development initiatives; meet with developers and stakeholders
- Research, write, administer, and manage grants (e.g., CDBG, DCED, DEP)
- Oversee personnel administration
- Maintain personnel records, insurance documentation, pension administration, and employment transactions
- Develop and enforce personnel policies in compliance with federal and Pennsylvania law
- Supervise purchasing processes and ensure proper bidding and legal advertisement procedures
- Prepare monthly reports detailing Borough activities, projects, and financial status
- Ensure compliance with Pennsylvania Borough Code and applicable municipal laws
- Oversee records management, Right-to-Know requests, and official Borough documentation
- Coordinate with third-party vendors (IT, payroll, etc.)
- Work closely with the Police Chief and Public Works Foreman
- Promote staff development and ensure workforce training and effectiveness
- Maintain professional affiliations and stay current on industry best practices
- Perform all other duties as assigned by Borough Council
Qualifications
- Bachelor’s degree in Public Administration, Business Administration, or related field (Master’s preferred)
- Minimum of two (2) years of administrative experience, including at least one (1) year in a management role, or equivalent combination of education and experience
- Experience in municipal or local government management preferred
- Strong knowledge of budgeting, financial management, and municipal operations
- Familiarity with Pennsylvania municipal law and Borough Code
- Experience with grant writing and project management
- Strong leadership, organizational, and interpersonal skills
- Ability to effectively communicate with elected officials, staff, and the public
- Proficiency in Microsoft Office 365; experience with Munistats, Municibid, and QuickBooks preferred.
- Experience with HR functions, insurance claims, and workers’ compensation processes preferred
Additional Requirements
Must be bondable; successful candidate will be required to obtain a bond as determined by Borough Council (premium paid by the Borough)
