Purpose: The primary purpose of this position is to perform basic, intermediate, and at times, advanced technical work installing and maintaining numerous hardware and software programs related to essential police department functions. This position regularly involves the necessary end-user training of such programs. Additional responsibilities include phone, internet, building maintenance, and security access tracking and management. Work is performed under regular supervision within the Police Department Administrative Division. The Technology Specialist will work at the direction of the Administrative Division Commander and Office of the Township Manager as it relates to Township-wide technology support with close partnership with the Township’s Technology Officer. All work is completed in accordance with township ordinances, policies, procedures, practices, and other laws of the Township and Commonwealth of Pennsylvania.
Tasks: Maintain Interdepartmental Police network functionality; Manage Active Directory and all Office 365 responsibilities for the Police Department; Install and train staff regarding various computer software programs on departmental computers both internal and mobile computers as needed; troubleshoot all issues related to the computer technology within the Police Department; Install and train officers/staff on the utilization of technology hardware; Maintain the Police Department servers, including but not limited to RMS (Records Management Software) programs, and Crash Data programs; Maintain the CAD (Computer Aided Dispatch) system; Coordinate CAD data with other law enforcement entities and related software vendors; Prepare hardware and software specifications for police related operating systems on a frequent basis; Organize, coordinate and troubleshoot all phone landlines for the Police Department, working with the applicable vendor(s) as necessary; Coordinate all cellular phones and related devices associated with all Township employees, reconciling the monthly bills and reviewing usage plans; Assist with the maintenance, installation, and troubleshooting of in-car and body camera systems; Conduct periodic maintenance and repairs to police portable radios; Conduct periodic maintenance and repairs to all police mobile radios; Conduct periodic maintenance and repairs to the Records Operation Center (ROC) dispatcher consoles, including all radio bands; Organize, issue and maintain all keyed access to Police Department facilities; Install, review, and download interdepartmental video for the Police Department as related to body cam, car video as well as any pertinent surveillance video; Liaison with the State Police regarding Commonwealth Law Enforcement Assistance Network (CLEAN) terminal; Troubleshoot and maintain various office equipment throughout the Police Department, including but not limited to copiers, and printers; Develop tracking mechanisms and protocols for police technology issued items including suggested replacement intervals; Maintain an on-call status as needed; Assist with the installation and maintenance of Township CCTV systems and responsible for all Police cameras including the Township building cameras; Assist with information technology support for all Township staff, including but not limited to, assistance with computer issues, program issues, software issues, phone issues, and access to work related programs; Assist with the development and maintenance of the Township’s network and hardware; Assist with the development of emergency management plans, capital planning, asset management planning; Serves as the alternate for the information technology officer in their absence; and other planning efforts as it relates to technology. Perform related tasks as required. Interact with department employees, the public, governmental, and Township officials courteously and professionally at all times; operates office equipment; other related duties as necessary to support the Township of Abington.

This is light work requiring carrying up to 50 pounds occasionally; and up to 20 pounds frequently to move objects; work requires reaching at waist level, and performing fine manipulation frequently; standing, walking, lifting, bending, crouching, kneeling, reaching at all levels occasionally; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinction in sound frequently; visual acuity (near vision frequently; mid and far vision, depth perception, color perception, and field of vision occasionally) and observing general surroundings and activities frequently. Required Skills, Knowledge, and Abilities: Thorough knowledge of modern networking practices; Thorough understanding of Microsoft Operating Systems and related programs; Thorough understanding of MAC Operating Systems and related programs; A general understanding of frequently used technology related police equipment with the ability to adapt, learn and apply new technology advancements as needed/available; Thorough understanding of commonly used office equipment to include, but not limited to, phones, televisions, projectors, speakers, Bluetooth connected devices; Knowledge of Active Directory, Azure, and VMWare preferred; Understanding of radiofrequency banding uses and limitations; general mechanical knowledge to include but not limited to door locking mechanisms, keys, installation of CAT and related wiring, power failure back-up systems (APS Units, Generators); Participate and generate record-keeping procedures and practices; thorough knowledge of police forms, and terminology. Thorough knowledge of department programs, policies, and procedures; Ability to maintain files; Ability to operate general office and data entry equipment; Ability to plan, coordinate work effectively with others; Ability to follow written and oral directions; Ability to establish and maintain effective working relationships with associates both internally and externally (vendors); Must have a valid Driver’s License with a good driving record.
Education and Experience: Any combination of education and experience that results in employee achieving the functions of the job satisfactorily, with, as a minimum the equivalent of a Bachelor’s degree in information science and technology or related degree including courses in computer networking and computer repair/installation; At least three (3) – five (5) years’ relevant experience in an information technology or a related position; and CCNA and CISSP certifications preferred.
