Ferguson Township Manager Centrice Martin is The League’s New President and Cresent Township Commissioner Todd Miller is The Pennsylvania State Association of Township Commissioners’ New President
Officers Also Elected to The Pennsylvania Municipal League Board of Directors
Harrisburg, PA (October 3, 2025) — Ferguson Township Manager Centrice Martin was elected President of the Pennsylvania Municipal League (The League) and Cresent Township Commissioner Todd Miller was elected President of the Pennsylvania State Association of Township Commissioners (PSATC) this past week, during the association’s Annual Business Meeting held in conjunction with the Municipal Leadership Summit in Erie.
Manager Centrice Martin has been a valued member of The League’s Board of Directors, serving first as Director-at-Large, and then Second Vice President. She most recently served as First Vice President for 2024-2025.

Centrice Martin has served as Ferguson Township Manager since 2018, with prior experience as Assistant Township Manager and Assistant to the Township Manager. Centrice is a founding member of the Pioneering Change Community, which focuses on municipal management issues, has been active in various task forces, including those addressing policing and mental health crisis services, and previously served as Assistant to the Borough Manager for Community Engagement and Project Manager at Penn State University.

Manager Martin is the first township official and the first municipal manager to serve as League President. She brings a wealth of local government knowledge and experience to this role. In addition to the election of League President, Bethlehem Mayor, J. William Reynolds, who had currently held the office of Second Vice President, was elected First Vice President, while Ebensburg Council President Doug Tusing, who had currently served as a Legislative Committee Co-Chair, was elected Second Vice President. The League officers will each serve a one-year term in their respective positions on the Board.
We also welcome Todd Miller as President of PSATC. Having first been elected in November 2013 to begin his initial term in January 2014, Mr. Miller is now in his second decade as a Township Commissioner. He has over 35 years of local government and law enforcement experience and has in-depth knowledge of police, security and governmental operations at all levels. “I am honored in my colleagues’ confidence in my leadership. I am excited to be President and looking forward to the year ahead,” said Miller.
In addition to Commissioner Miller being elected as President, Salisbury Township Commissioner Alok Patnaik was elected First Vice President, Upper Gwynedd Township Commissioner Liz McNaney was elected Second Vice President, South Fayette Township Commissioner Rebecca Sray was elected Third Vice President, and Scott Township Commissioner Stacy Altman was elected Secretary/Treasurer. The PSATC officers will each serve a one-year term in their respective positions on the Executive Committee.
The Pennsylvania Municipal League strengthens and empowers effective local government through advocacy, education, and support for our members. The League is a nonprofit, nonpartisan organization established in 1900 as an advocate for Pennsylvania’s 3rd class cities. Today, The League represents Pennsylvania cities, boroughs, townships, and home rule communities that all share their municipal policy interests. The Board of Directors oversees the administration of a wide array of municipal services including legislative advocacy (on both the state and federal levels), publications designed to educate and inform, inquiry and research, education and training certification programs, consulting-based programs, and group insurance trusts.

Municipal elected and appointed officials from across the state attended the Municipal Leadership Summit on October 1-4, a conference of the Pennsylvania Municipal League, the Pennsylvania State Association of Township Commissioners and the Pennsylvania Career Fire Chiefs Association, to connect and network with colleagues, attend informative and educational sessions, discuss issues facing the commonwealth’s municipalities, share resources and best practices, establish legislative policy, and elect association officers for the coming year.
The Pennsylvania State Association of Township Commissioners represents Pennsylvania’s first-class townships and their elected governing officials before the Pennsylvania General Assembly and the commonwealth’s various agencies. PSATC was founded in 1925 to distinguish itself from the second-class townships which are much larger in number. First class townships are generally regarded as the “urban ring” around Pennsylvania’s cities. Many of our first-class townships face issues similar to those of our commonwealth’s cities and urban boroughs, thereby making the association’s affiliation with the Pennsylvania Municipal League a natural fit.
