Lebanon County Housing Development Director – City of Lebanon

Reports To: Housing Advisory Board (5-member oversight committee)
Salary Range: $50,000–$65,000, commensurate with experience
Employment Type: Full-time, Exempt
Work Environment: Hybrid (Remote/Office-based), with in-county travel required

The Lebanon County Housing Development Director will lead collaborative efforts to address the growing housing challenges in Lebanon County. This strategic role is responsible for advancing initiatives that improve housing access, affordability, and stability—particularly for low- and moderate-income residents. The Director will work across sectors to promote policy change, strengthen community partnerships, secure funding, and support sustainable development aligned with county-wide goals.

Core Responsibilities

Stakeholder & Coalition Building

  • Establish and convene a Lebanon County Housing Collaborative under the Community Health Council to align efforts among developers, nonprofits, funders, and municipal leaders.
  • Foster and sustain partnerships with housing developers, landlords, financial institutions, legal services, tenant organizations, and social service providers.
  • Serve as the public face of county housing efforts—presenting at meetings, conferences, and public forums.
  • Develop and maintain active relationships with members of the full Coalition and key stakeholders in Lebanon County and beyond – including with statewide housing advocacy organizations and state policy-makers.

Program & Policy Development

  • Design and implement housing initiatives that support affordability, workforce housing, eviction prevention, home repair, and long-term housing stability.
  • Develop and recommend policies informed by data, community need, and best practices to local elected officials and stakeholders.
  • Integrate housing planning with economic and community development priorities.

Strategic Planning & Research

  • Conduct and analyze housing needs assessments, gap analyses, and demographic research to guide planning.
  • Track local, state, and national housing trends to inform responsive and inclusive strategy development.
  • Serve as a consultant to the County and City of Lebanon in the development of plans related to housing.

Funding & Resource Development

  • Identify and pursue diverse funding sources including federal, state, local, and philanthropic grants.
  • Manage grant applications, reporting, and compliance across housing initiatives established by the collaborative.
  • Collaborate with stakeholders to leverage public-private investments for housing development and preservation.
  • Develop a sustainability plan for this position/the Coalition.

Program Oversight & Accountability

  • Oversee program budgets and contracts, ensuring fiscal responsibility and alignment with goals.
  • Develop and maintain systems for monitoring program metrics and outcomes.
  • Regularly report progress and impact to the Advisory Board, Community Health Council, County Commissioners, and other stakeholders.

Qualifications

Education/Experience:

  • Associate or Bachelor’s degree in Urban Planning, Public Administration, Community
  • Development, Housing Policy, or a related field or combination of education and experience.
  • Master’s degree preferred. Equivalent experience may be considered.
  • Minimum 5 years in a leadership, planning, or program management role with previous experience in a related field such as community development, community engagement, facilitation, and/or public health.

Key Competencies & Skills

  • Understanding of affordable housing finance tools, rental housing, and land use strategies.
  • Knowledge of landlord-tenant law, eviction prevention strategies, and tenant protections.
  • Strong interpersonal and facilitation skills; ability to unite diverse stakeholders.
  • Skilled in grant writing, budgeting, and contract management.
  • Strong understanding of local barriers to housing choice and the current housing landscape in Lebanon County.
  • Familiarity with housing-related regulations and compliance requirements.
  • Entrepreneurial mindset with the ability to work independently and remain self-motivated.
  • Strong time-management skills, with the ability to balance multiple priorities and meet deadlines without compromising quality.
  • Excellent written and verbal communication skill
  • Experience with data analysis and evidence-based planning.

Work Conditions

  • Hybrid work environment with flexibility for remote work.
  • Occasional evening and weekend meetings may be required.
  • Travel within Lebanon County is expected for site visits and stakeholder engagement.
