This is a management, FLSA-exempt position.
COMPENSATION & BENEFITS
The City of Harrisburg offers an annual salary range of $65,000.00 to $72,000.00 (commensurate with experience and qualifications). SANITATION BILLING MANAGER – DEPARTMENT OF PUBLIC WORKS – BUREAU OF SANITATION
DEFINITION:
This position oversees all invoicing and collection of refuse and disposal billing as well as serving as a service agent to residential and business customers and other city partners. Performs clerical work of moderate complexity and variety. Work is performed under the general supervision of the Director of the Department of Public Works or his/her designee.
JOB LOCATION/EQUIPMENT
Work is generally performed at the Department of Public Works. Work involves use of various office equipment including personal computer, copiers, fax machines, scanners, telephone and adding machines. Duties are typically performed weekdays from 8:00 A.M. – 4:30 P.M. or 8:30 A.M. – 5:00 P.M. at the discretion of the Director; however, employee may be required to work evenings, weekends and holidays.
ESSENTIAL FUNCTIONS:
Work involves but is not limited to the following: Oversees the billing process while utilizing computerized accounting and mainframe-based programs to perform duties and responsibilities. This position involves the review and verification of billing to ensure accuracy and provides supporting documentation as required. Responsible for updating and correcting billing information. Makes credit/debit adjustments to accounts to correct errors. Verify monthly billing statements after changes are entered. Create and process documentation related to billing. Furnishes general information regarding payments to the general public. Creates and distributes correspondence and detailed reports. This position requires performing a varied number of necessary arithmetic computations to obtain cumulating, comparative or total figures. Researches and responds to inquiries or complaints regarding billing issues and problems. Work with others to resolve issues and/or forwards complaints to the proper authority for action. Provides assistance to the Solid Waste and Recycling Manager and Solid Waste Education/Enforcement Officer with the processing of citations through the District Justice Office. Performs office filing of reports, correspondence and assists in the retrieval of the same. Serves as liaison between the City and Steelton Borough, Paxtang Borough and Penbrook Borough. Processes payroll for Sanitation Dept, Vehicle Maintenance, Admin Offices, Highway Dept, Engineering, Traffic Engineering, Parks & Rec and Parks Maintenance. Co-ordinates with Managers/Supervisors on incident reports, disciplines, probation extensions, terminations and resignations. Enters Payroll Action forms for new employees. terminations, resignations and upgrades. Requests building access cards for new employees. Enters leave slips, verifying punches in the NETime Systems. Sends out monthly invoices to Paxtang and Penbrook Boroughs. Oversees and assists with the trash can system, VISION. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.
NON-ESSENTIAL FUNCTIONS:
Serves as liaison to other City personnel to insure efficient coordination of common work. Processes and updates customer information via bills returned by the US Postal Service as “Non-deliverable”. Accesses and inputs account information into computer terminal.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of office management principles, practices and procedures.
- Skilled in applying varied arithmetic computations.
- Thorough knowledge of bookkeeping and accounting principles and practices.
- Experience in billing with the ability to handle a high volume of bills per month.
- Demonstrated proficiency with Microsoft Office and accounting and payables software programs.

QUALIFICATIONS:
High School Diploma or G.E.D. and six (6) courses in a Business Curriculum, with a minimum of two (2) courses in accounting and/or record keeping. Additionally, must have a minimum of two (2) years’ experience in billing, one (1) year collection work experience or four (4) years’ experience in office work involving billing/or record keeping and direct public contact, or any acceptable equivalent combination of training and/or experience which provides the required knowledge, skills and abilities. Valid Pennsylvania Driver’s License, Class C.
