About York Township

York Township is a First Class Township in York County, Pennsylvania, governed by an elected Board of Commissioners. The Township is seeking a Township Manager to lead the day-to-day administration of Township government following the planned retirement of the current Manager.

Position Summary

The Township Manager is the Chief Administrative Officer of the Township, responsible for the administration of the Township’s day-to-day business under the direction of the Board of Commissioners.

Key Responsibilities

  • Serves as Secretary to the Board of Commissioners: prepares agendas, minutes, and correspondence; attends Board meetings and represents the Board at designated functions.
  • Prepares the annual budget with the Director of Finance and department directors; develops long-range fiscal plans; reviews department budget performance; approves invoices for payment.
  • Directs and supervises daily administrative staff work; coordinates activities across all Township departments; reviews applications, interviews, and makes hiring and personnel decisions as necessary.
  • Prepares, recommends, and implements a capital improvements program; oversees Township infrastructure, equipment, and facilities planning.
  • Maintains public relations with residents; serves as a point of contact with the media; maintains records per Township policy and prepares reports to other governmental units.
  • Acts as Privacy Official for the Township’s group health plan (HIPAA compliance) and serves on the York Area Regional Police Pension Board.
  • Performs other duties as assigned by the Board of Commissioners.

Qualifications

Education & Experience:

  • Bachelor’s degree in public administration, business administration, or a related field, and three years of experience in the administration of a business or a public agency, or an equivalent combination of education and experience.
  • Bachelor’s degree in civil engineering or related field and three years experience.

Certifications / Licenses:

  • Valid driver’s license.

Knowledge, Skills & Abilities:

  • Working knowledge of municipal finance, budgeting, accounting, and strategic planning principles.
  • Familiarity with the Township’s zoning, subdivision, and land development ordinances, and applicable Township, state, and federal laws and regulations.
  • Ability to motivate, train, and evaluate staff; strong written and oral communication skills.
  • Sound, timely decision-making, and the ability to deal courteously and diplomatically with the public and co-workers.
  • Proficiency with standard office and computer software.

Working Conditions

Work is performed primarily in a standard office environment, with occasional evening or weekend hours and travel required to attend meetings or visit Township sites.
