Flood Insurance Gap Will Squeeze Local Governments and Homeowners, Moody’s Says

Local governments face mounting challenges due to the widening flood insurance gap and rising flood risk. Moody’s analysts point out that when uninsured losses occur, costs frequently fall on cities and counties — particularly for infrastructure repairs, debris removal and temporary housing. Flooding also erodes local property tax bases as property values plunge, risking credit rating downgrades and higher borrowing costs.
