Micromobility and Escooter Legislation Impacting Local Governments

Please join us for our next Capitol Conference Webinar on Thursday, April 30 at 11:00 a.m. Sam Arnold, Director of Legislative Policy for Senator Kearney, and Nolan Ritchie, Majority Executive Director for the Senate Transportation Committee, will provide an overview of the micromobility and escooter legislation in Committee – Senate Bill 1008.

Senator Kearney introduced Senate Bill 1008 to legalize personal use of escooters while providing for local control. The Committee is anticipated to bring up the bill for a vote in the near future and is in the process of developing an omnibus amendment. The amendment would provide additional provisions to Senate Bill 1008, as well as potentially adding Senate Bill 824, parking protected bike lanes, and House Bill 1633, shared escooter program (Philadelphia, Pittsburgh, and third class cities).

Following their presentation, the speakers will hold a brief Q&A with attendees.
