The Borough Manager:
- Works with Council to establish and implement Borough-wide goals and policies.
- Directs and coordinates municipal departments and services.
- Prepares the annual municipal budget for Council consideration.
- Oversees municipal finances and long-range fiscal planning.
- Communicates directly with residents regarding programs, services and community issues.
- Coordinates with county, regional, state and other governmental partners.
- Represents the Borough in intergovernmental and community settings.
- Promotes economic development and redevelopment.
- Tracks major Borough priorities and ensures that critical projects move forward.
- Serves as the Borough’s Right-to-Know Officer.
The ideal candidate will bring a record of transparent progressively responsible local-government leadership and will be comfortable moving between strategy and execution.
- Strategic, but willing to get into the details.
- Financially disciplined, with a sophisticated understanding of municipal budgeting, debt, capital planning and revenue diversification.
- A strong communicator, able to explain complex municipal issues in plain language.
- Collaborative, with the ability to work effectively with Council, employees, residents, businesses, regional partners and community organizations.
- Development-literate, with an understanding of Pennsylvania zoning, land development, comprehensive planning, infrastructure and community character.
- People-centered, committed to developing a capable, accountable municipal workforce.
- Comfortable with public scrutiny, transparency and a highly engaged citizenry.
- Entrepreneurial, able to identify grants, partnerships, shared-service opportunities and innovative approaches.
- Grounded in service, with an appreciation for the fact that excellent local government is ultimately about the everyday experience of residents.
Education/Experience
- Bachelor’s degree from an accredited college or university in public administration, business administration, political science, planning, finance or a closely related field; master’s degree preferred
- Minimum of five years of progressively responsible administrative experience in local government, municipal operations, public administration, or a related public agency, including at least 3 years in management or executive leadership capacity
- An equivalent combination of education and experience will be considered
Salary and Benefits
The salary range for this position is $175,000-$200,000 commensurate with qualifications and experience together with a comprehensive benefits package.
