Township Manager – Loyalsock Township

Loyalsock Township (Lycoming County, PA) is seeking a community-focused, experienced leader to serve as our next Township Manager following the retirement of our long-term manager of 28 years. This position offers an opportunity to step into a financially stable, professionally managed municipality with a strong operational foundation and a well-planned leadership transition designed to support long-term success.

Loyalsock Township is a thriving central Pennsylvania community of approximately 12,000 residents across 21 square miles. The Township maintains a strong tax base and a long history of responsible financial stewardship, delivering high-quality municipal services including an excellent road system and Public Works Department, outstanding parks and recreation facilities / programs, and proactive Codes and Building Inspection departments.

Ideal Candidate

We are seeking an effective communicator, strategic planner, and collaborative team builder who can unite staff, manage conflict constructively, and engage openly with residents, employees, and elected officials. The ideal candidate will demonstrate:

  • Accessible and ethical leadership
  • Strong municipal finance and operational management experience
  • Sound judgment and decision-making ability
  • Skill in balancing long-range planning with contract management and project execution

Qualifications / Education / Experience

Bachelor’s degree in Public Administration, Business Administration, or a related field

  • Minimum of three years of public agency management experience, or an equivalent combination of education and experience

Key Responsibilities

The Township Manager serves as the chief administrative and financial officer, responsible for overseeing all day-to-day municipal operations, including:

  • Preparing and managing the annual budget and all financial transactions
  • Advising the Board of Supervisors on policy, project selection, and operational matters
  • Supervising all departments, personnel administration, and organizational development
  • Overseeing contract management, procurement, and capital improvement planning
  • Coordinating with regional agencies, developers, and community stakeholders
  • Ensuring responsive customer service and effective delivery of municipal services
