Township Manager – Upper Chichester Township

Upper Chichester Township is seeking an experienced, strategic, and collaborative municipal executive to serve as its next Township Manager. This is an exceptional opportunity to lead a full-service First Class Township located along the Interstate 95 corridor between Philadelphia and Wilmington.

The Township Manager serves as the Chief Administrative Officer and is responsible for the efficient administration of all Township operations under the direction of the Board of Commissioners. The successful candidate will provide organizational leadership, financial oversight, policy implementation, and professional guidance while maintaining a high standard of public service.

Upper Chichester Township is a thriving community of approximately 17,000 residents in southeastern Delaware County. The Township offers a strong tax base, excellent transportation access, professional municipal services, and a commitment to responsible growth, fiscal stewardship, and long-range planning.

Job Responsibilities

The Township Manager is responsible for:

  • Administering the daily operations of the Township.
  • Preparing and managing the annual operating and capital budgets.
  • Advising the Board of Commissioners on policy and operational matters.
  • Supervising department directors, personnel administration, and organizational development.
  • Overseeing purchasing, contract administration, and capital improvement projects.
  • Coordinating with regional agencies, developers, and community stakeholders.
  • Ensuring responsive customer service and effective delivery of municipal services.

Qualifications, Education, and Experience

Minimum Requirements:

  • Bachelor’s degree in public administration, planning, engineering, or related field
  • Minimum five (5) years of progressively responsible municipal management experience
  • Comprehensive knowledge of the Pennsylvania First Class Township Code and MPC
  • Experience in budgeting, grant submission and management, purchasing, and personnel management
  • Must be eligible for bonding as required by the code
  • Accreditation by ICMA, APMM or other equivalent organizations preferred
  • Willingness to live within a 30-minute drive preferred
