City of York Opens Application Period for Community Development Block Grant (CDBG) and HOME Investment Partnerships Program Funding

The City of York’s Department of Economic & Community Development (DECD) is pleased to announce that the application period is now open for the City’s Three-Year Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funding cycle.

These federally funded programs provide critical resources to support projects that strengthen neighborhoods, expand affordable housing opportunities, improve public facilities and infrastructure, and enhance the overall quality of life for City of York residents.

Eligible nonprofit organizations, affordable housing developers, community partners, and other qualified entities are encouraged to apply for funding. Applications are available online through the City of York website.

All completed applications must be submitted to the Department of Economic & Community Development no later than Friday, July 31, 2026.

As part of the application process, the City has scheduled a public hearing to gather community input on local needs and funding priorities.

Residents, community stakeholders, and interested organizations are encouraged to attend and provide comments regarding community development priorities that will help guide future funding decisions.

Applicants are encouraged to thoroughly develop their proposed projects prior to submission. Competitive applications should include:

  • A clearly defined scope
  • A realistic project budget
  • An implementation timeline
  • All required supporting documentation

Projects must comply with all applicable U.S. Department of Housing and Urban Development (HUD) regulations and demonstrate clear benefits to eligible City residents while meeting federal program objectives.

Funding awards will be determined through a competitive review process and are contingent upon federal regulations, funding availability, and approval by the City of York.

Mayor Sandie Walker emphasized the importance of investing in projects that create meaningful, long-term benefits for the community.
