Federal Emergency Management Agency (FEMA)
The Pennsylvania Emergency Management Agency (PEMA) recently received information regarding the 2024 Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance (FMA) Grant Application Period. The Flood Mitigation Assistance (FMA) program has had $600 million allocated for this funding cycle.
Previous FMA FY2024 Applicants that had placed applications in FEMA GO at that time will need to put in a new letter of interest (LOI) and, after PEMA approval, place a new application in FEMAGO. Due to the changes in the priorities between the original FY24 Notice of Funding Opportunity (NOFO) and this current one, it is not recommended that applications be copied over. Please review the priorities and changes to only submit applications that are in compliance with this newly released NOFO.
Attached for your review is the recently released FMA FY24 amended NOFO and PEMA FMA Guidance document.
Please note the following deadlines:
- A Non-Contractual and REQUIRED Letter of Interest (LOI) form to PEMA at RA-Shazmitoff@pa.gov. All PEMA Letters of Interest (LOI) must be sent to PEMA by COB (1600 EST) on Friday, June 19, 2026.
- This LOI form can be found on the PEMA Website at: https://www.pa.gov/content/dam/copapwp-pagov/en/pema/documents/mitigation/letter%20of%20intent%20all%20programs.pdf. A blank copy is also attached.
- All COMPLETE 2024 FMA Applications are due by COB (1600 EST) on Friday, July 17, 2026. Applications may only be started once PEMA has approved your submitted LOI.
