The City of Bethlehem is seeking an experienced and driven Deputy City Controller to join our leadership team. This is a high-impact role for a finance professional who thrives in a collaborative environment and is passionate about public sector accounting, financial oversight, and government transparency.
As Deputy Controller, you’ll play a critical role in managing the City’s financial operations, ensuring compliance, improving processes, and supporting strategic decision-making at the highest levels of local government.
What You’ll Do
- Lead daily operations of the Controller’s Office, supervising accounting and administrative staff
- Review and approve requisitions, purchase orders, contracts, and expenditures
- Ensure compliance with municipal budgets, City Council ordinances, and financial policies
- Oversee financial reporting, check runs, procurement card activity, and petty cash audits
- Partner with department leaders to support budget management and financial decision-making
- Prepare and present the Quarterly Financial Report to City Council
- Support pension oversight and compliance (including Act 44 and vendor requirements)
- Conduct financial analysis, audits, and investigations, including hotline complaints
- Identify opportunities for cost savings, revenue enhancement, and process improvement
- Assist with development of policies, procedures, and internal controls
- Represent the Controller’s Office at budget hearings, Finance Committee meetings, and interdepartmental discussions
- Serve as Acting Controller when needed
What We’re Looking For
- Bachelor’s degree in Accounting, Finance, Public Administration, or related field
- 5+ years of experience in accounting, finance, or government finance
- 2+ years of supervisory or leadership experience
- Strong knowledge of fund accounting, governmental accounting standards (GASB), and financial compliance
- Experience with audits, internal controls, and financial reporting
- Familiarity with federal compliance (A-133/Uniform Guidance) is a plus
- Experience reviewing contracts, budgets, and financial documents
- Excellent communication skills with the ability to explain complex financial information clearly
- Strong analytical, problem-solving, and organizational skills
- High level of integrity, professionalism, and attention to detail
Position Details
- Schedule: Full-time (75 hours biweekly / 7.5-hour workday)
- Status: Exempt, Non-Union
- Work Environment: Office-based with occasional travel to City facilities
- Physical Requirements: Primarily sedentary with occasional lifting (up to 25 lbs.)
Pay: $69,000.00 – $92,000.00 per year
