Advocacy
ARPA Reporting
The ARPA portal is officially open from April 1-April 30, and everyone (annual + quarterly reporters) must submit their reports this month. NLC is offering biweekly office hours or you can reach out to Dante Moreno, Legislative Advocacy Manager for NLC, at moreno@nlc.org with any questions. NLC has also gathered a few reporting FAQs and insights on how to closeout early.
Support the Road to Housing Act
A significant, comprehensive housing package that recently passed the Senate could accelerate local leaders’ efforts to improve housing affordability. The bill has substantial bipartisan backing and includes housing priorities championed by the White House.
The Road to Housing Act aims to boost housing supply through improving existing programs, unlocking private capital, and reducing federal regulatory barriers. Just as important for local governments, the package does not preempt local land-use or zoning authority and avoids unfunded mandates.
Please reach out to your member of Congress and encourage them to pass the Road to Housing Act.

News and Resources
The Energy to Communities (E2C) program is now accepting applications for a new round of peer-learning cohorts! Offered by the U.S. Department of Energy to convene representatives from local organizations across the country to spend six months learning from energy experts—about best practices, strategies, and tools for approaching an energy topic.
The two cohort topics in this round are designed to help utilities and local governments navigate fast‑changing energy and data demands:
- Leveraging Data for Modern Utility Grid Planning
- Navigating Local Data Center Development
E2C peer-learning cohort applications are due by April 30. Participants will be announced in June, and each cohort will start in July 2026. Learn more and apply for a peer-learning cohort at www.nlr.gov/e2c/cohorts.
Office of Open Records Announcement- Starting April 20, the OOR will no longer accept the filing of any appeals via email. Any appeals filed electronically with the OOR must be submitted through the OOR’s online appeal portal form. Appeals and any other documents emailed to the OOR, except for in camera records, will not be docketed or added to an existing appeal. Except for the submission of records for in camera review, all electronic filings and communications related to appeals must be made exclusively through the E-File Appeal Portal. Please refer to the OOR’s Procedural Guidelines for additional information and guidance.
The 2026 Governor’s Awards for Local Government excellence ceremony will be held on Wednesday, April 22. This year’s event will be at The Forum Auditorium, 500 Walnut Street, Harrisburg, PA. Each year, the commonwealth presents the annual Governor’s Awards for Local Government Excellence to recognize communities for their successes in undertaking innovative projects and other initiatives to improve the quality of life in their communities.
