The National Black Caucus of Local Elected Officials (NBC-LEO) is one of NLC’s six constituency groups, bringing together African American municipal leaders to network and share best practices. The caucus hosts an annual summer conference each year, helping local leaders develop governance and leadership skills in the national legislative arena, focusing on the interests of the leaders from NLC’s members’ communities. These conferences feature seminars on policy issues and legislation, networking opportunities with local officials, presentations of “how-to” models on community investment, tourism, and economic development with notable national leaders as keynote speakers.

The 2023 NBC-LEO President is Councilmember Aaron Banks of Jackson, MS, Ward 6. This year’s conference theme is: SEE Black (Safety ‧ Education ‧ Economics).
