Reading is the Latest City to Leave State Act 47 Distressed Municipalities Program

After 13 years that included wages freezes and layoffs, the city of Reading exited Act 47 on July 14.

The Pennsylvania Economy League and its Berks County Committee of local business leaders congratulate the city on its accomplishment.

Reading is the third municipality to shed the distressed status this year. Scranton, whose recovery was overseen by PEL, left the program in early 2022.

“Reading now has the tools and leadership it needs to be financially independent, provide the municipal services that people need, and truly make this city a better place to live, work and play,” said Neil Weaver, Acting Secretary of PA Dept. of Community & Economic Development.
