The EBB is administered by Universal Service Corporation (USAC) on behalf of the Federal Communications Commission (FCC). The FCC is charged with distributing $3.2B in EBB assistance directly to eligible consumers through Internet Service Providers (ISPs). This support is in addition to, not in place of, the current Lifeline Program support also provided by the FCC to consumers.
