Fiscal Director – Mercer County

Mercer County is seeking a highly qualified and strategic Fiscal Director to serve as the County’s chief fiscal officer. Reporting directly to the Board of Commissioners, this executive-level position provides leadership and oversight of all County financial operations, ensuring fiscal integrity, legal compliance, and responsible stewardship of public resources.

Key Responsibilities

  • Lead County-wide budgeting, financial planning, and long-range fiscal forecasting
  • Oversee GAAP/GASB financial reporting, ACFR preparation, and external audits
  • Manage multi-fund accounting, debt issuance, and compliance with the Local Government Unit Debt Act
  • Ensure compliance with federal and state grant requirements, including Single Audits
  • Advise the Board of Commissioners on fiscal policy, fund balance strategy, and financial health
  • Supervise professional staff in budgeting, accounting, grants, and reporting functions

Qualifications

  • Bachelor’s degree in Accounting, Finance, Economics, or Public Administration (Master’s preferred)
  • 7–10 years of progressive governmental finance experience, including supervisory responsibility
  • Strong knowledge of Pennsylvania County Code (Title 16) and public finance best practices
  • Professional certification (CPA, CPFO, CGFM, or CGFO) strongly preferred
  • Excellent analytical, communication, and leadership skills

Salary & Benefits

  • Pay Classification: PA10 ($68,621 – $98,722), commensurate with experience
