We are now accepting applications for the newly created Facilities Manager position. This position is a “working supervisor” and therefore requires strong project management as well as the ability and enjoyment of performing some tasks yourself. You must have a history of success in facilities and/or grounds maintenance, and demonstrate the ability to build this program from scratch. Position Summary
This position manages the maintenance, construction, rehabilitation, custodial care, and other interior and exterior facility needs for Borough-owned buildings and public grounds. Areas of responsibility include plumbing, electrical, and HVAC activities; facility systems repair and upgrades; grass/weed control; snow and ice removal. The employee ensures that all Borough-owned facilities are safe, presentable, and functional. The position requires initiative, leadership, and ability to promote and maintain a positive Borough image and foster pride and professionalism in the workplace. The work requires performing some maintenance and/or related physical work at job sites as needed.
The employee is expected to exercise professional judgement and project management skills in establishing work priorities, assigning work, and managing contracts. Work involves considerable contact with contractors and Borough staff.

- Actively identify, monitor, and recommend sustainable, justifiable initiatives; conduct studies, collect data, and prepare analyses, proposals, and reports; communicate complex concepts into practical, actionable terms that are easily understood by a non-technical audience; collaborate with Borough departments and other stakeholders as needed.
- Recommend optimum methods of accomplishing work through contractors or in-house staff by analyzing available budget and resources; design and implement work processes, operations, and approaches to continuously provide effective and efficient service delivery; ensure activities are carried out in a safe and efficient manner.
- Manage projects including scope of work, timelines, budgets, contracts; leverage resources and grant opportunities with acute awareness, understanding, and insight into the current and future facilities issues and needs; monitor expenditures; code invoices for payment; order equipment and supplies; prepare reports/presentations on operations and activities.
- Manage maintenance and preventive maintenance programs such as grass/weed, snow/ice removal and overall cleanliness of Borough facilities and properties; responsible for internal and external building and facility signage, fences/gates, installations, repairs, and inspections; perform basic maintenance duties.
- Manage the procurement of outside services; coordinate procurement of bids or quotes; serve as Borough representative, point of contact, and project manager; manage vendor/contractor performance and adherence to the terms of the contracts.
- Provide excellent customer service when reviewing and responding to questions, comments, complaints and requests for service in an efficient and timely manner; establish and maintain strong, productive working relations with staff, the public, contractors and outside agencies; coordinate scheduling of work with Borough staff and contractors with keen awareness of projects and events across the Borough organization and community that could conflict or overlap; provide appropriate notifications for impacted parties; supervise staff and contractors.
- Maintain an organized centralized online system for work orders, maintenance records, service contracts, manuals, parts lists, shop drawings, prints, diagrams, and warranties for equipment; post certificates for equipment as required by law; coordinate the controlled inventory and replenishment system and records for maintenance supplies, tools, and equipment; ensure proper use and storage of equipment and supplies.
- Attend and participate in group meetings and professional development; stay well-informed on the latest knowledge, skills, and technology necessary for responsible long-range planning, budgeting, and project management.
- Perform other related duties and assist other departments as needed.
Minimum Requirements and Qualifying Criteria
An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:
- Must be at least 18 years of age.
- Valid PA driver’s license
- Seven (7) years of facility maintenance management experience.
- Five (5) years of successful facilities project management experience.
- Two years of supervisory experience.
- Completion of high school or GED is required.
- Must obtain Building Code Official (BCO) certification within one year of hire.
- Must be skilled in using computers including Microsoft Office programs.
- Must be capable of recommending and administering an efficient work order system to manage internal requests from all departments.

- Knowledge of effective custodial cleaning operations, building maintenance, light construction, grounds-keeping and landscaping practices, and herbicides and pesticides.
- Intuitive ability to manage work hours effectively to complete job duties.
- Demonstrates critical thinking and analytical skills.
- Thorough knowledge of accident prevention precautions applicable to operations; knowledge of equipment and tools used in maintenance activities.
- Skill in the use of arithmetic such as addition, subtraction, multiplication, and division, including decimals and fractions; simple use of formulas, charts, tables, drawings, specifications, schedules; and the posting, preparation, interpretation, use and checking of reports, forms, records, and comparable data.
- Skill performing basic repairs on facilities, fixtures, and equipment; ability to perform basic construction activities.
- Demonstrated ability to plan, manage, and supervise projects and assignments and those of assigned staff and contractors.
- Ability to write and keep records and reports electronically; ability to work from and report back referencing oral and written directions.
- Takes pride in showing up to work on time and putting in a full day’s work.
- Ability to work in hazardous and uncomfortable environments.
- Ability to prioritize and complete multiple tasks.
- Ability to read and interpret blueprints, construction sketches, drawings, and plats.
- Ability to travel to physical sites and meeting locations, or to attend remotely, if needed.
