Downingtown Borough is seeking a qualified and dynamic Director of Building and Planning to lead the Borough’s planning, zoning, permitting, and building inspection operations. This key leadership position reports directly to the Borough Manager and plays a vital role in shaping the growth and development of our community.

Key Responsibilities

  • Serve as the Borough’s Zoning Officer, enforcing compliance with the Zoning Ordinance, SALDO, and building codes.
  • Oversee zoning and building permit reviews, inspections, and code compliance efforts.
  • Coordinate with developers, engineers, architects, legal counsel, and Borough staff.
  • Interpret and enforce zoning, floodplain, land development, and building codes.
  • Support long-range planning including the Comprehensive Plan and Capital Improvement Plan.
  • Manage and supervise in-house code enforcement staff and third-party inspection professionals.
  • Serve as liaison to the Planning Commission and Zoning Hearing Board.
  • Maintain and update the Borough’s Code of Ordinances.
  • Prepare and manage the department’s annual operating and capital budgets.
  • Support grant writing, public outreach, and strategic initiatives.

Qualifications

  • Bachelor’s Degree in urban planning, public administration, civil engineering, architecture, building construction, or a related field.
  • 4+ years of experience in planning, zoning, building inspection, or code enforcement (preferred).
  • Strong knowledge of Pennsylvania MPC, UCC, and local government land use regulations.
  • Proficient in interpreting site plans, construction documents, and zoning maps.
  • Skilled in working with diverse stakeholders including elected officials, developers, and residents.
  • Excellent communication, organization, and project management skills.
  • Proficiency in Microsoft Office; experience with GIS or permit tracking software is a plus.
  • Must possess a valid PA Driver’s License and be able to pass a criminal background check.
