Position Summary

The Borough of Ephrata, located in Lancaster County, PA seeks an experienced Human Resources Manager to oversee all aspects of human resources for the Borough’s approximately 95 full-time employees, including two labor unions. 

The Human Resources Manager serves as a strategic partner to the Borough Manager and department heads. The Human Resources Manager is responsible for overseeing all aspects of human resources, including labor relations, recruitment, employee development, payroll and benefits administration, and policy development and implementation. This position ensures compliance with employment laws and supports a positive, productive workplace aligned with Borough goals.

The Borough is looking for a skilled, experienced, and service-oriented HR leader. Competitive candidates must be able to demonstrate a high level of successful performance in municipal human resources, with an understanding of municipal government operations, labor negotiations and relations, and ability to administer the Borough’s numerous compensation and benefits programs.  Ability to build and promote an engaging, dedicated workplace environment is critical.

Qualifications

A Bachelor’s degree from an accredited college or university in public administration, human resources, business administration, or a related field is strongly preferred. Candidates must have a minimum of three (3) years of progressively responsible human resources administration experience. Experience in a unionized environment is strongly preferred. Applicants must have a valid driver’s license and successfully complete a comprehensive background check.
