The City of Harrisburg is accepting applications for the position of Program Manager (CDBG/ESG) in the Department of Building and Housing Development. The Program Manager organizes, directs, and controls the implementation of approved local, state, federal, and other grant funded housing and community development activities. The employee in this position implements approved Consolidated Plan, HOME Investment Partnership (HOME), Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and related activities; provides direction and assistance to staff and community groups during the development of the Consolidated Plan and Annual Action Plan and implementation process; and prepares reports and documentation to substantiate compliance of activities with federal and state regulations. This management position is responsible for the administration, management, and monitoring of specific projects in the City’s application for CDBG, HOME, and ESG funds and the carrying out of the Consolidated Plan and Citizen Participation Plan. This individual reports to the Director of the Department of Building and Housing Development. The Program Manager specializes in one or more of the following areas: Grant Management, Community Development, or Case Management. This is a management, FLSA-exempt position
Qualified candidates will possess a bachelor’s degree from an accredited college or university in public administration, community development, business administration or related field and four (4) years of experience in the area of specialization working in the private sector or as a public official in administration of state and/or federal housing and community development programs. Any other equivalent combination of experience and training which provides the required knowledge, skills, and abilities will also be considered. Must possess a valid Pennsylvania Driver’s License, Class C.
COMPENSATION & BENEFITS
The annual salary is up to $53,560.00 (commensurate with experience and qualifications).

JOB LOCATION/EQUIPMENT
Work is performed out of the Dr. Martin Luther King, Jr. City Government Center. Fieldwork is required within the City of Harrisburg. Work involves the use of various machines such as a personal computer, scanner and printer, copy machine, fax machine, telephone and other technological devices as necessary or required. Duties are typically performed weekdays from 8:00 a.m. to 5:00 p.m.; however, some travel to conferences and meetings outside the City is required. Some evening or weekend work may be required.
ESSENTIAL FUNCTIONS
Work involves, but is not limited to, the following: Coordinates essential components of funded activities. Performs contract administration and monitors contractors and recipients of grant program funds to ensure compliance with all budget, contract, and regulatory and statutory requirements. Collects and maintains all required records and prepares reports. Completes all HUD required weekly, quarterly, and annual reports. Initiates payment of invoices. Assists in the development of Consolidated Plan, CAPER, and Annual Action Plans to meet federal requirements. Manages all aspects of funded HOME, CDBG, and ESG projects from initiation to completion to ensure success of projects; initiates corrective action in the event of non-compliance. Develops and implements program policies and procedures. Attends community meetings. Maintains regular, punctual, and predictable attendance. Reports to work and remains at work in a safe and productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent, and timely manner.
NON-ESSENTIAL FUNCTIONS
Performs other related duties as assigned by supervisory personnel.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Excellent knowledge of HUD regulations to ensure compliance with HUD grant conditions.
- Excellent verbal and written communication skills.
- Thorough knowledge of the principles and practices of grant management, public procurement, and project management.
- Knowledge of real estate development, residential rehabilitation, and/or economic development and financing.
- Proven knowledge of affirmative action, federal labor and employment laws, historic preservation, and environmental review processes.
- Knowledge of development processes and codes as practiced in Harrisburg.
- Ability to extract and analyze data for reporting purposes.
- Ability to exercise discretion and utilize sound judgment with program participants.
- Ability to develop and maintain effective working relationships with individuals, businesses, non-profit organizations and federal government representatives.
- Ability to anticipate and meet project schedules and deadlines.
- Ability to identify administrative or operational deficiencies and make recommendations for changes to Director.
- Ability to complete field duties responsibly and efficiently.
- Proven ability to use or learn to use automated information systems, including personal computers and database, spreadsheet and word processing software.
