Director of Human Resources – City of Westminster, MD

Position Summary

The City of Westminster is seeking a Director of Human Resources that will be responsible for directing a variety of complex Human Resources (HR) and risk management functions, including recruitment, benefits, compensation and classification, performance evaluation, employee records management, policy development and communication, training, wellness programs, employee safety, worker’s compensation, risk management programs, OSHA and DOT mandated programs, general liability and property insurance, and supervising assigned staff.

An employee in this position will be responsible for preparing the Human Resources budget and the employee salary and benefits portion of the City’s annual operating budget. Assists the City’s staff with employee relations matters and oversees the maintenance of the various City risk management insurance policies. Stays informed on current HR and risk management practices and ensures the City’s compliance with federal and state mandates and regulations.

The HR Director must have knowledge of Human Resources policies and practices, risk management, and employment law. Must have supervisory experience, knowledge of relevant HRIS software, and attend all City Council meetings. The HR Director serves as the City’s Privacy Official.

Requires a Bachelor’s degree in a related field; Six (6) years of progressively responsible HR related experience; or equivalent combination of education, training, and related experience. Preferred PHR certification through HRCI, the SHRM-CP certification, or equivalent HRCI or SHRM certification.

This position reports directly to the City Administrator.

The salary for this full-time position is $105,000 – $124,000, based on qualifications.
