POSITION              Wastewater Treatment Plant Operator
DEPARTMENT     Public Works
REPORTS TO        Plant Supervisor
FLSA STATUS       Non-Exempt, Full-time
SCHEDULE:            
Rotating 4-week schedule (8-hour shifts plus
30-minute lunch period): Monday through Friday 1st shift: 7:00 am – 3:30 pm (3 weeks)
Monday, Tuesday, Wednesday, Saturday and Sunday 1st shift: 7:00 am – 3:30 pm (1 week)

PAY RATE              Trainee/Unlicensed Operator: $23.76/hour – $28.11/hour Licensed Operator: $28.11/hour – $31.20/hour

Position Summary

This is specialized work in the operation and maintenance of a municipal wastewater treatment plant to provide a safe, high quality effluent. The plant operator is responsible for operating the facility in such a manner to meet all Pennsylvania Department of Environmental Protection (DEP) and United States Environmental Protection Agency (EPA) standards.

The Plant Operator provides exceptional customer service and is expected to uphold the public interest and advance the vision set forth by the Borough and community.

ESSENTIAL DUTIES & RESPONSIBILITIES: The essential functions may include the customary duties and responsibilities noted herein, however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.

  1. Operates the wastewater treatment plant and performs ongoing and preventive maintenance duties which include periodic inspection of mechanical equipment and making adjustments to pumps, motors, chlorinators, and other chemical feed equipment.
  2. Regulates the flow of wastewater and sludge through the treatment processes; puts treatment units in and out of service; regulates the addition of chemicals to the process.
  3. Records meter readings; maintains log sheets and charts.
  4. Collects wastewater and sludge samples and conducts standard chemical analyses of collected samples.
  5. Reports operating characteristics of the plant to supervisors and other plant staff, including recommendations for work to be performed and material/equipment needs.
  6. Performs related work and other duties as assigned; assists other staff and departments as needed.

  • Knowledge of or ability to learn the operating principles and practices of a Pennsylvania Class A1 Wastewater Treatment Plant, including chemistry; hydraulics; bacteriology (as applied to the analysis of sewage effluent and to the operating characteristics of a wastewater treatment plant).
  • Ability to understand and utilize computer systems, read plant diagrams and maintenance manuals, read charts and meters, and keep detailed records.
  • Problem solving and taking corrective follow-up action.
    • Working knowledge of basic machinery preventive maintenance and repair.
  • Good interpersonal and communication skills in interacting with residents, other borough staff, representatives of regulatory agencies, and various consultants, engineers, and equipment vendors.
    • Work as part of a team, follow instructions accurately, record accurately, write legibly, comply with safety requirements.

MINIMUM REQUIREMENTS AND QUALIFYING CRITERIA: An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:

  • Must be at least 18 years of age.
  • High school diploma or equivalent.
  • Valid Pennsylvania driver’s license.
  • Any wastewater treatment certifications and/or experience is a plus, but we will train and provide certification for the right individual. This plant requires Pennsylvania Class A1 Wastewater Treatment Operator Certification. Non-certified operators will be provided reasonable time to obtain certifications.
    • Shift work is required. The plant is staffed first and second shift during weekdays and 8 hours per day on weekends; however, all operators are expected be available to respond to emergencies at any time if needed.

PHYSICAL DEMANDS/WORK ENVIRONMENT: The physical demands described below are representative of those required for the position.

  • Ability to stand and walk most of the time with some bending, stooping, squatting, climbing, twisting, reaching, lifting of up to 75 pounds, and working on irregular surfaces or heights above the ground from scaffolding or ladders, entry into confined spaces, work in and around treated and untreated sewage and sewage biosolids, and perform duties in varying indoor and outdoor climates.
    • Must be able to use body to work, move or carry objects or materials; see and communicate effectively.
