POSITION                      Recreation & Pool Manager
DEPARTMENT            Parks and Recreation
REPORTS TO               Director of Parks and Recreation
FLSA STATUS               Exempt, Full-Time
PAY RATE                      $22.84 – $29.25/hour dependent on experience
SCHEDULE                    Regular business hours are Monday through Friday7:30 am to 4:30 pm. This position requires flexibility to work regular business hours, evenings, weekends, and some holidays.

Position Summary

This position serves as a facility manager overseeing all aspects of the community pool and coordinates community recreation programs. Work includes serving as primary manager of the facility and planning, organizing, implementing, and evaluating a variety of community recreation programs for seniors, adults, and youth, such as arts, physical activities, sports, and special events. The employee is responsible for hiring part-time and/or seasonal staff and exercises direct supervision over part-time and/or seasonal staff, instructors, and volunteers. The position requires excellent organizational, planning, and management skills and ability to exercise independent judgement. Position requires the flexibility to work regular business hours, evenings, weekends, and some holidays.

Qualifications

ESSENTIAL DUTIES & RESPONSIBILITIES: The essential functions may include the customary duties and responsibilities noted herein, however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.

  1. Serves as primary manager of the Community Pool; monitors activities, develops and enforces building rules and regulations; identifies and addresses safety matters, maintenance issues, or behavior problems.
  2. Recruits, trains, supervises part-time and seasonal staff and contracted instructors; provides leadership, guidance and oversight in program operations; prepares work schedules and expedites workflow; maintains harmony among workers and resolves minor grievances.
  3. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget and capital budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time; prepares grant applications and related paperwork for recreation facilities and/ or programs.
  4. Responsible for the development and administration of year round programming including sport leagues, clinics and community recreation programs.
  5. Performs a variety of manual tasks to prepare facility for daily use or for meetings, parties, and sports, including but not limited to: prepare pool equipment; store pool equipment.
  6. Develops marketing materials such as social media posts, brochures, flyers, calendars, advertisements and other related communications regarding recreation programs and facilities.
  7. Performs administrative duties such as answering telephones, registering participants in programs, scheduling facilities, handling money, and operating various office equipment and computer software; prepares, submits, and files accurate letters, memos, reports, and other communications appropriate to the policies in place.
  8. Interacts with the public on a daily basis; communicates plans, policies and procedures effectively to staff and general public; responds to public inquiries made by telephone, email and other correspondence.
  9. Performs related work and assists other staff and departments as assigned.

MINIMUM REQUIREMENTS AND QUALIFYING CRITERIA: An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:

  • Must be at least 18 years of age
  • College degree in recreation or related field
  • Valid Pennsylvania driver’s license
  • Must obtain a PA Department of Agriculture Certified Public Pesticide Applicator License within one year of hire.
  • Must obtain Aquatic Facility Operator (AFO) Certification or Certified Pool Operator (CPO) within one year of hire.
  • American Red Cross Lifeguard Certification and Lifeguard Management certification within one year of hire.
    • Background clearances and training required by the Borough as a condition of employment:
    • Pennsylvania State Police Criminal Record Check.
    • Pennsylvania Mandated Reporter online training certification.
    • Pennsylvania Department of Human Services Child Abuse History Clearance.
    • Fingerprint-based Federal criminal history clearance

KNOWLEDGE/SKILLS/QUALITIES: The ideal candidate should possess the following:

  • Ability to operate assigned equipment safely and efficiently; knowledge of the capability, limitation, and hazard of operating any assigned equipment.
  • Ability to follow oral and written instructions accurately and carefully.
  • Ability to present a positive image and attitude on a daily basis.
  • Ability to establish and maintain effective working relationships with users of the recreation facilities, fellow employees, and the general public.
    • Demonstrates good judgement, maturity, responsibility, and reliability.
  • Demonstrates effective communication skills and assertiveness.
  • Knowledge of basic recreational administration principles and practices; knowledge of pool operations and sports such as volleyball and softball including game procedures, rules, and regulations.
  • Knowledge of basic supervisory principles and practices.
  • Ability to communicate effectively orally and in writing; ability to work independently and as a team; ability to initiate action and develop solutions.
    • Computer skills in Excel, Word, Publisher, and other Microsoft programs.

PHYSICAL DEMANDS/WORK ENVIRONMENT: The physical demands described below are representative of those required for the position.

  • Work is performed indoors and outdoors.
  • Walking, standing; stooping, kneeling, crouching, bending, reaching, pushing, pulling, and lifting up to 75 pounds.
  • Use hands to handle and grasp; see and communicate effectively.
    • Must be able to use body to work, move, and carry objects or materials.
