Position Summary
The City of Reading is seeking applicants for the position of Public Works Director. The City of Reading operates with an annual General Fund budget of approximately $95.3 million and 587 employees, representing the principal city of the Greater Reading Area and the county seat for Berks County. The city provides its 94,850 residents with critical services including access to parks and recreation amenities such as the Reading Public Library, code enforcement, fire rescue assistance, police protection, and the support of the Citizen Service’s Center.
Under the supervision of the Managing Director, the Public Works Director provides senior leadership, policy direction, and strategic focus for the Department of Public Works including all engineering, traffic engineering, transportation, fleet maintenance, facilities maintenance, parks, streets, wastewater treatment plant, sanitary and storm water collection, and solid waste services. The Public Works Director will prioritize sustainability.
The ideal candidate will possess a thorough knowledge of the principals and practices of civil engineering and public works operations, advanced management skills, an understanding of municipal financial management and capital improvement planning, strong communication and interpersonal skills, and the ability to develop and implement performance measurement systems. Critically, the ideal candidate must demonstrate high ethical standards, honesty, and integrity.
Qualifications
Candidates must possess at least 5 years of experience in the field of Public Works Administration, preferably with exposure to utilities operations and a unionized workforce. Candidates are required to be registered as a professional civil engineer in Pennsylvania with a bachelor’s degree in public administration, business management, engineering, or a related field. A graduate degree in a related field is preferred. Candidates must also possess a valid Pennsylvania Driver’s License. The Public Works Director is not required to reside in the City of Reading.
Salary range of $118,000-$125,000.
