Assistant Township Manager – East Whiteland Township

Position Summary

The Assistant Township Manage (ATM) is an executive-level position, reporting directly to the Township Manager, and is an integral part of the Township’s senior leadership team. The ATM is focused on assisting the Township Manager with overseeing the operations of Township departments, as well as working independently on special projects. Oversight of departmental operations involves complex analytical and project management work in assisting colleagues in resolving management, performance, planning, and process improvement issues.

The ATM will also assist the Township Manager in coordinating the efforts of all departments, boards, and commissions, to promote efficient and effective service delivery to Township residents. The Assistant Township Manager works on Township-wide initiatives including the annual budget and Board of Supervisors initiatives. The ATM is also focused on providing oversight and assistance to the Finance Director regarding the financial management and long-term financial planning aspects of the Township.

This position requires strong collaboration skills and will work in a team environment to identify, recommend, implement, and manage efficient and innovative ways to accomplish the Township’s short- and long-term goals. It also requires the exercise of independent judgement and the application of considerable knowledge of municipal organization and programs, all aspects of public management and/or business management, and financial management.

Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Finance, or related field; supplemented by eight (8) years of experience in business, public or financial administration, including four (4) years of supervisory experience; or an equivalent combination of education, certification, training, and/or experience
  • Master’s Degree in Business Administration, Public Administration, Finance, or related field preferred
  • Thorough knowledge of public administration principles and practices
  • Considerable knowledge of municipal government operations, programs, services, and procedures
  • Considerable knowledge of government staff operations, including finance, budgeting, human resources, and labor relations
  • Strong verbal, analytical, communication and presentation skills
  •  Strong attention to detail

Knowledge, Skills, and Abilities:

  • Advanced knowledge of the principles and comprehensive practices of public, business, and financial operations management
  • Knowledge of principles, practices, methodologies, and techniques utilized to effectively manage and motivate a diverse workforce
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department/organization-specific software and ability to learn and become proficient in the use of other specialized software as may be required
  • Skill in adapting to a changing work environment, competing demands, and ability to deal with frequent change, delays, or unexpected events
  • Skill in developing and managing project budgets
  • Skill in critical thinking for issues resolution and process improvement recommendations
  • Ability to work as a team player in a team environment
  • Ability to clearly communicate and understand information in English, both orally and in writing
  • Ability to formulate, initiate, and administer policies and procedures
  • Ability to develop and interpret budgets, contracts, and fiscal and financial reports
  • Ability to effectively present information and strategic advice to top management and/or all relevant constituents/parties/individuals
  • Ability to manage multiple priorities to ensure that deadlines are met and to set priorities that move projects through efficiently to achieve customer and quality objectives
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations and action plans in support of goals
  • Ability to lead and motivate others to achieve goals
  • Ability to regularly attend work and arrive punctually for designated work schedule
  • Ability to work outside of standard business hours per organizational obligations/commitments

Job Type: Full-time

Pay: $110,000.00 – $125,000.00 per year

Schedule:

  • 8 hour shift
  • Day shift
