Pay Rate: $65,000-$80,000, depending on experience

Position Summary

The Project Engineer is responsible for performing technical support for the Township Engineer, assisting in the review of permits, inspection of public works projects and construction activities throughout the Township, and bidding Township public works and recreation projects.

Essential Duties

  • Observes and documents on-going construction activities for public works projects, including: roads, storm drains, storm water management facilities, sidewalks, parks & recreation, sewer/water, building construction sites, landscaping, utility excavation and restoration, and aviation-related projects (at the Township-owned Carlisle Airport)
  • Ensures contractor compliance through review, interpretation, and enforcement of plans and contract documents
  • Ensures developer/contractor compliance with approved subdivision and/or land development plans
  • Ensures work zone safety requirements and traffic control procedures are being adhered to
  • Assists with the preparation of bidding documents of Township public works projects
  • Assists with the design of Township public works projects; analyzes field surveys, field notes, maps, aerial photographs, and other materials to identify potential design solutions and the best approach in developing and completing projects on time and on budget
  • Researches and reviews deeds, technical reports, and Federal, State, and local laws, rules, and regulations to ensure compliance
  • Provides general engineering support to other Township and Municipal Authority departments

Knowledge, Skills, and Abilities

  • Thorough working knowledge of the various Township Codes and Zoning Ordinances
  • Must prepare and present verbal and written reports clearly and concisely
  • Must communicate, read, write, and understand the English language at a level necessary for efficient job performance
  • Knowledge in surveying, soil mechanics, hydraulics, and water resource and highway engineering
  • Possess honesty, thoroughness, initiative, good judgement, and the ability to exercise tact under difficult or unpleasant conditions
  • Must be able to effectively perform under moderate stress and in emergency situations
  • Must be able to establish and maintain effective working relationships with employees, Township officials, other government agencies, contractors, engineers, architects, property owners and renters, and the public
  • Must be proficient with computer software and systems and have a working familiarity with related office equipment; knowledge of AutoCAD Civil 3D, PennDOT ECMS
  • Strong mathematical background to handle required calculations, percentages, decimals, etc.
  • Must have a current valid driver’s license

Education and Experience

  • B.S. in Civil or Environmental Engineering, or similar degree
  • 1 – 2 years’ experience working in municipal/land development, roadway, structural, bridge, or aviation engineering, and/or maintenance or construction inspection
