Position Title             Zoning / Code Enforcement Officer

Enforces municipal ordinances and state laws dealing with building construction, property maintenance, and other non-criminal laws. Focuses on the health, safety and welfare of the Township residents. 

Major Duties & Responsibilities

Work includes but is not limited to the following:

  • Administers, interprets, and enforces the zoning ordinance, stormwater ordinance, subdivision and land development ordinance, and property maintenance code.
  • Receives and reviews applications, issues of a variety of permits, and maintains files.
  • Identifies possible non-conformance issues and suggests resolutions. 
  • Administers to the Zoning Hearing Board and the Planning Commission.
  • Investigates civil complaints and ensures compliance.  Testifies in municipal / district court.
  • Coordinates with Public Works to issue heavy use road bonds and inspections.
  • Floodplain administrator.
  • Networks with others zoning officials, identifies trends and implements best practices.
  • Completes logs, inspection reports and tracks special projects as needed.  
  • Creates periodic reports summarizing activity and provides status updates.
  • Assists the Township Manager in other duties as assigned.

Minimum Qualifications

Knowledge Of:

Zoning ordinances, health codes and some knowledge of the principles of planning in rural environments.  Construction standards and work procedures.  Basic safety rules, standards, and procedures.  Basic math.  Material & tool nomenclature.

Skill To:

Communicate clearly and effectively, occasionally in very stressful or combative situations.  Establish and maintain positive working relationships with co-workers, management, contractors, and the general public.  Collaborate and work in a team environment. Strong project management skills are required as is the ability to work independently, exercise good judgement and make timely and informed decisions.

Education & Experience:

Associate’s Degree in Criminal Justice, Planning, Public or Business Administration, Political Science, or any other closely related field. Two years’ experience in code enforcement, planning and zoning, floodplain management, or government relations, or any equivalent combination of education and experience.

License / Certificates

Must possess a current Pennsylvania driver’s license. 

Physical Requirements

Working conditions are primarily inside an office, site visits / fieldwork are required. Subject to walking, standing, sitting, reaching, climbing, stooping, twisting, kneeling and crouching to perform essential functions.  Occasionally lifting/carrying up to 50 pounds.

Attend evening meetings.
