Director of Public Works – Kennett Township

Position Summary

Director of Public Works (DPW) – Kennett Township is a suburb of Philadelphia, a second-class Township governed by a three-member Board of Supervisors that covers 15.6 square miles in Chester County, PA. The Township provides municipal and infrastructure services to a vibrant and affluent residential community. The DPW is a member of the collaborative and cohesive senior management team, serves as active member of the emergency management team, reports directly to the Township Manager, and is responsible for planning, organizing, and directing the operations and maintenance programs of all public works services, which includes but is not limited to, 56 miles of streets and highways, fleet maintenance, parks and sanitary sewer maintenance and facilities, storm water infrastructure management for approximately 8,300 residents. The position requires coordinating work, assisting other departments, as well as to prepare and monitor an approximate $1 million PW budget and $2 million capital improvement projects.  The DPW oversees five (5) PW employees.

Work involves responsibility for planning, organizing, directing and controlling Township programs and services for highway, fleet maintenance, facility and sewer maintenance, parks, open space, equipment procurement and capital improvement programs. The Township seeks an experienced individual who will administer new construction, department budget preparation and control, and the supervision and inspection of the construction and maintenance of roads and other facilities.

Qualifications

A bachelor’s degree in business or public administration or civil engineering from a recognized college or university, plus a minimum of five (5) years of progressively responsible PW administration experience including at least two (2) years in a supervisory capacity, or an equivalent combination of education and qualifying experience. Degreed or licensed professional engineer (civil) is preferred. Attendance at evening and weekend meetings are required. 

Applicant must possess thorough knowledge of municipal Public Works functions and services, possess a valid PA driver’s license, and maintain or ability to obtain, a CDL (Class B) with air brakes certification and preferably reside within close proximity of the Township.
