Position Summary

EXECUTIVE DIRECTOR – CENTRE REGION COUNCIL OF GOVERNMENTS (pop 93,000) State College, PA. The Centre Region Council of Governments (COG) is seeking its next Executive Director.   The current Executive Director has served for over thirty years and will be retiring in the Spring of 2020.  The COG is a voluntary association, established in 1969, of State College Borough and the Townships of College, Ferguson, Halfmoon, Harris and Patton.  The COG’s service area is about 150 square miles with a population of 97,000 residents.   It is the oldest and most successful COG in the Commonwealth.

The COG provides Fire Protection, Emergency Management, Code Enforcement, Parks and Recreation, Library, Planning and Refuse and Recycling services for the region and has a budget of approximately $29 M and 80 full-time and 30 part-time staff and 300 seasonal and/or contract staff.  The COG is governed by a 32-member General Forum comprised of the elected officials from the member municipalities.  Despite the size of the governing body, most votes are unanimous.

The region is home to The Pennsylvania State University and is one of the most rapidly growing regions in the Commonwealth.  The Centre Region is a safe beautiful community that offers a high quality of life with excellent schools, access to many recreational, educational, cultural and historic amenities. 

Requirements & Qualifications

Ideal Candidates should have:

  • A Bachelor’s Degree in public administration, public policy or related field; MPA preferred;
  • A minimum of five to seven years of experience in a leadership capacity; preferably in an organization of similar complexity;
  • Experience developing and administering complex budgets;
  • Excellent communication and interpersonal skills with demonstrated experience in building consensus;
  • The ability to mentor, lead and develop staff;
  • A commitment and passion for the value of regional cooperation.

The starting salary range is $110,000 – $140,000+/-DOQ with an excellent benefit package.
